About The CDAR Legacy & Compliance Desk
For decades, the California Desert Association of REALTORS® (CDAR) operated as the definitive regulatory and organizational institution for real estate professionals throughout the Coachella Valley and greater Riverside County.
As California’s Multiple Listing Service (MLS) infrastructures modernized and consolidated into state-wide portals, the operational mechanics of localized physical boards transitioned. However, the complex regulatory environment of the desert—including stringent HOA contingencies, unique property management ordinances, and mandatory Section 1 Wood-Destroying Organism (WDO) clearances—remained highly specialized.
To ensure this critical regional knowledge was not lost to statewide consolidation, The CDAR Legacy & Compliance Desk was established. We operate as an independent, static archival body dedicated to preserving historical desert housing data and providing uncompromised compliance resources for agents and brokers operating in Southern California’s desert communities.
The Archival Mandate
To protect the integrity of real estate transactions in the Coachella Valley by maintaining an accessible, open-source repository of escrow compliance guidelines, property management statutes, and historical market data.
Core Archival Pillars
The Legacy Desk currently curates and maintains three active compliance silos:
Escrow & Closing Compliance
Managing resources related to complex title transfers, HOA document timelines, and navigating mandatory Section 1 WDO Clearances to prevent predatory structural repair markups from disrupting escrow.
Desert Property Management Statutes
Providing interpretations for California Civil Codes affecting landlords, including AB 551 compliance regarding habitability, pest control liability, and short-term rental regulations across desert municipalities.
Historical Desert Housing Data
Preserving static, finalized MLS metrics and median valuation indexes (2018–2024) for Palm Springs, Indio, and the wider valley to assist appraisers and researchers in tracking long-term cyclical market trends.
Historical Geographic Footprint
While modern state guidelines permit agents to operate seamlessly across county lines, the historical jurisdiction, advocacy, and data archives of the original California Desert Association of REALTORS® encompass the following primary sectors in Riverside County:
